My form of Government

I think the perfect government is where the everyone has a freedom of speech, thought and religion. The country would be run by the same laws with no exceptions for people with higher roles in the community and no exceptions for people on the lower part too. The country will follow certain systems that revolve around the basic laws and most of all honor. the government will be very honorable towards their neighboring countries or factions and towards the citizens of the city. The city will be lead by 4 leaders, each of which is chosen by the people then has to prove him or herself worthy with test chosen by the people. this is what I would design by government around. I would call this Honorgarchy.
